Naturalgeography
长三角循环经济产业园位于北纬322′～326′东经1202′～1212′。地处江苏省东南部，南通市北部长江三角洲北翼。园区地处上海1小时经济圈，拥有十分便捷的水陆交通条件。如东是镶嵌在中国最发达经济区域——上海经济区东北翼的一颗璀灿明珠。她东临南黄海，南靠长江口，西接苏中平原，北边欧亚大陆桥。苏通大桥使她成为上海一小时经济圈的重要加工基地。拥有106公里的黄金海岸线、104万亩滩涂和1872平方公里的平野沃土，总人口111万。隶属于沿海开放城市之一的南通市。

公路：临近宁通高速、盐通高速、沿海高速公路、苏通大桥接入苏嘉杭高速公路与沪崇启大通道高速公路依区而过，从而更紧密地融入上海经济圈。

铁路：洋口港铁路支线，铁路等级为1级。沪通铁路自京沪铁路安亭站引出，经太仓越长江，再经海门，至南通站与宁启铁路接轨，正线全长114公里。同时自浦东铁路四团站新建经外高桥、杨行至太仓的支线线路110公里，使园区接受长三角产业转移成为最佳首先地。

供水：区内淡水资源丰富。建有供水能力2万T/D水厂。

区位、地理、资源、交通、港口的优势十分明显，特别是土地资源丰富，滩涂面积广阔。在长三角各地用地政策控紧的情况下，掌握了建设用地的主动权。对建设长三角最大的循环经济产业园项目提供了可靠的保障。
Itisclearthatwehaveadvantagesonlocation,resource,transportation,andport,especiallywhenrelatetothelandandbeach.WegraspedtheinitiativeinusingthelandwhilethewholeYangtzeRiverDeltadistrictwasundertightlandusagecontrol,whichprovideareliableguaranteetothegreatestEco-industrialparkconstructing.
（一）优惠供应项目用地。在长三角循环经济产业园落户的项目，注册资本在300万美元（含内资折算）以上且每亩注册资本金达到10万美元（或100万元）的工业项目，按省定如东工业用地最低保护价（即9.6万元/亩）出让土地;在办理土地使用证后三个月内主体厂房开工的，资本金全部到账后，经有关部门确认，由县财政给予一定的返还奖励。
(1):Offeringlandinfavotableterms:projectsinYangtzeRiverDeltaEco-industrialparkwiththeregisterationcapitalof3millionUSdollars(includingfundconversion)anda100,000USdollarspermuoraboveregisterationcapital(or1millionYuan),willreceivelandonthelowestpriceprescribedbyprovincialindustriallandpriceinRudong.ie.96,000yuan/mu.
Theinvestorsstartworkingwithinthreemonthsaftertheygainedland-usepermit,andconfirmedbytherelevantauthorities,willreceiveacertainsumofreturnforfinancialincentivesafterallofthecapitalispaid.
(二)工业厂房规费减免。凡按规定程序批准建设的工业项目，其生产性用房规费全额减免。
(2):
reliefindustrialplantRegulatoryfees:Industrialprojectthatconstructedabidebytheregulatedprocedure,willbereliefalltheproductionalplantregulatoryfees.
（三）中介性、服务性收费从低收取。进区企业办理房地产、资产抵押需进行价格评估时，其评估收费按规定评估费率相应档次最低标准的30%收取，登记费（鉴证费）减半征收，资产抵押评估的有效期为三年。属同一企业同类性质的，在评估有效期内，因转贷等融资需要，需再次进行评估登记的项目，只收取登记费（鉴证费），不再收取评估费。
(3):theleastagentandservicefees：theevaluatingfeeoftherealestateisonly30%,thelowestofthesamegrade,whichwillbeexpired3yearslater..registrationfees(thefeeforverifying)isonlyhalfofwhatshouldbe.assetsevaluationwillbevalidfor3years.Evaluatingfeeisnolongertobepaidinthisperiodifthesameenterpriseinsimilarindustrymustre-evaluteitsassets.
（四）加大金融支持力度。协调金融部门加大对客商投资项目资金的支持力度。对投资进度快、资信等级高的企业，将优先保证。

（五）提供企业用工服务。鼓励职业学校开展定向培训，搭建县内外劳动力市场平台，为客商投资企业招聘工人提供服务。

（六）提供审批、服务绿色通道。建立项目集中预审、一次验收制度。对所有新批项目实行集中预审、项目推进和一次扎口验收。进一步简化办事程序，提高办事效率。建立园区对接服务制。对所有进区项目，由区管委会在项目选址、手续报批、用地交割、基建协调等各个环节实行无缝对接，提供一条龙服务，实行项目代理服务制。
(6):greenchannelforservice、examininationandapproval.Settingupasystemforgroupprejudicationandquickverification.allthenewprojectwillbeexaminedwiththissystem,inorderthatsimplyzetheprocess,andenahncetheeffectiveness.Alltheprocessofprojectaddress-choosing,landtransaction,infrastractureconstructioncoordinationetc.willbecoonectseamlesslybytheregionalAdministrationCommittee.Theywillsupplyyouwithaone-stopsercice,ie.usingtheagentsystem.
(七)长三角循环经济产业园作为进口废物“圈区管理定点利用单位”，从而在政策上为入区的企业长期从事这一行业提供了强有力的保障。国家环保总局环办【2003】61号文件“关于限制进口废物审批管理有关问题的通知”明确规定“废物进口许可证的发放，必须是国家局批准的加工利用单位”。这样就确保了入区企业废物许可证的长期申领。
(7)Asthedesignatedparkofimportedwaste,YangtzeRiverDeltaEco-industrialparkprovidedapowerfulpolicyguaranteefortheinvestors’persistentdeveloping.CircularoftheGeneralOfficeofStateEnvironmentalProtectionAdministrationonRelevantIssuesConcerningExaminationandApprovalofWastesRestrictedfromImport(No.61AnnouncementofSEPAin2003)definitelystipulatesthatonlythosedesignatedprocessingandutilizationentitiesapprovedbySEPAcanbegrantedtheCertificatesofApprovalforImportofWastes,whichensurestheenterprises’applyingforCertificatesofApprovalforImportofWastesatanytimeinacertainlongtime.

投资须知
1. 进入产业园的投资项目，须由园区开发公司根据其产品、产业、规模等条件，按产业园总体规划予以确认。
2.企业签订《投资协议书》后根据平面布置图、建筑设计图、生产加工区标准单元图（由园区管委会、开发公司提供）、投资项目资料等到管委会办理选址和审批手续。
3.投资项目的选址按照平面布置图、建筑设计图和生产加工区标准单元图进行选择，也可根据投资者的需求在符合产业园规划的前提下对生产加工区标准单元进行深层划分。
4.入园企业自行购入的设备和配套设施，其生产工艺要符合国家环保要求；污水排放要达到国家环保标准。固废和污水的排放设计要与园区规划相符。
5.园区内生产厂房、办公楼、绿化带、其它配套设施等由园区统一规划设计、建设，未经管委会同意入园企业不得擅自改动和破坏。如果入园企业需要对厂房、办公楼、其它配套设施进行增添或改动，由管委会组织施工，其工程费用由企业负担；在不影响园区整体规划下，也可由管委会提出统一标准、企业自行组织施工。
6.企业的废料拆解工作任何时候不得露天进行，拆解原料、材料和拆解后的产品均不得露天堆放。
7.入园企业须接受园区管委会与开发公司的统一管理。

1、AllinvestmentprojectsproposedwithinYangtzeRiverDeltaEco-industrialParkmustbecarriedoutinaccordancewiththeoverallplanasoutlinedfortheparkandapprovedbyYangtzeRiverDeltaEco-industrialParkAdministrativeCommittee.
2、Withaninvestmentagreementsignedandsitelayoutandmasterplanadopted,enterprisesshallundergonecessaryproceduresforsiteselection,examinationandapprovalbyYangtzeRiverDeltaEco-industrialParkAdministrativeCommittee.
3、SiteshallbeselectedaccordingtothemasterplanorreselectedinaccordancewiththeoverallplanforYangtzeRiverDeltaEco-industrialPark.
4、Productionoperationsandwastewaterdischargeshallreachnationalstandardsforenvironmentalprotection.
5、YangtzeRiverDeltaEco-industrialParkAdministrativeCommitteereservestherightinitssolediscretionatanytimetoplan,designandconstructallsupportinfrastructureswithinthepark.Anymodificationstoexistinginfrastructuredonebyenterprisesinaccordancewiththeoverallplanfortheparkcanbepermitted.
6、Alldismantlingofscrapandwastematerialsmustbeconductedwithinenclosedbuildings,andallscrapandwastematerialsmustnotbestoredoutsideofrequiredworkshops.
7、EnterprisesestablishedwithinYangtzeRiverDeltaEco-industrialParkmustconducttheiroperationsundertheoverallmanagementofYangtzeRiverDeltaEco-industrialParkAdministrativeCommittee.

3.产业园开发公司对入园企业提交的材料进行初步评估；
4.经产业园专家委员会认定的，产业园开发公司与企业签订入园协议；
5.产业园管委会办理各种入驻手续。
