宝应，自然资源丰富。全县耕地面积79.25万亩，水域面积约488.05平方公里，滩地面积约26.4万亩，以种植优质荷藕、耐水林木、发展特种水产品为佳。水产养殖面积40万亩，年水产总量10万吨以上，甲鱼、河蟹等特种水产品产量占20%以上，常年种植荷藕20万亩，荷藕产量及品质均居全国首位，被国家命名为“中国荷藕之乡”、“全国生态示范县”、“全国平原绿化先进县”。 全县野生药用植物305种，总蕴量3560吨。境内栖息着多种野生动物，以野鸭、野鸡、獐鸡为多。 
宝应地下矿产资源主要有：泥炭、粘土、铁锰结核和石油天然气等。 本县境内大部分地区钻孔内部钻遇比较完整的第三系地层，是含油气的远景层区。

宝应用电由华东电网提供，拥有35千伏及以上变电所12座，主变压器21台，总容量28.58万千伏安，其中220KV/1座1台/12万KVA；110KV/2座3台/7. 3 万 KVA ， 35KVA/9座17台/9.28万KVA，35千伏及以上线路25条303公里，10千伏配电线路57条 1516公里，低压线路5362公里，形成了以220千伏为龙头，110千伏为主体，35千伏为基础的供电网络。

供热 Heat supply 
县委、县政府致力打造环保热电工程。2003年11月30日，协鑫环保热电工程项目正式开工。热电联供项目一期工程投资2.3亿元，项目建成后，年发电量1.65亿千瓦时，供热162万GJ。目前主厂房、百米烟囱已顺利封顶，冷却塔基础设施、化学楼、110KV配电室等都已浇筑成功，今年1月，机组正式并网发电并供热。

　　2、新办生产型项目，年开票销售达到500万元的，5年内奖励其上缴增值税本级留成部分的50％。 
　　3、凡工业企业在享受优惠期满后，继续增资扩股投入500万元以上，形成企业增值税超过上年的部分，其本级留成部分5年内继续按50％予以奖励。 
　　4、对外商新办的生产型项目，从获利年度起，其企业所得税实行"两免三减半"，对内资(含民资)新办的生产型项目，从获利年度起，其企业所得税本级留成部分实行"两免三减半"；在享受上述优惠期满后，继续增资扩股投入500万元以上，形成企业所得税超过上年的部分，其本级留成部分继续实行"两免三减半"；现有生产型企业当年进行一次性技术改造，投入500万元以上，形成企业所得税超过上年的部分，其本级留成部分实行"两免三减半"。上述优惠政策由受益县或镇财政通过奖励方式落实。

　　上述项目用地在办理征用或租用手续的费用差额部分，项目竣工验收后由受益的县或镇财政返还。

规费政策

　　4、建设局： 
　　主要服务职责是负责城建、城管、市政市容、绿化、广告的管理和监察工作。办理建设施工许可证，负责建筑工程质量和办理占道、破路、挖掘、道口开设的审批和绿化移植或损坏赔偿。受理广告审批、违章搭建占道及损害市政设施行为的投诉。设有宝应县建设工程项目行政审批服务中心。 
4、Construction Bureau: 
The main responsibility is managing and supervising city construction, city management, city appearance, virescence and advertisement. Issuing construction license, responsible for the quality of construction project; approving and examining occupying street, breaking road, digging, and opening crossing; moving virescence; compensating for damages. Accepting the approval and examination of advertisement and complaint on lawless buildings and damaging municipal establishment. The bureau has an administrative examination and approval center for construction project. 
　　5、工商局： 
　　主管全县工商企业和从事生产经营活动的事业单位、社会团体及公民个人的登记注册工作，核发有关执照。宝应县工商局紧紧围绕服务经济建设这个大局，将地方经济蓬勃发展、健康发展作为一切工作的出发点和归属点，运用法律赋予的职能、职责，坚持为企业服务，为群众服务。设有个体私营企业行政审批服务中心，实行一条龙办公，一站式服务。 
5、Industrial and Commercial Bureau: 
Managing the register work of industrial and commercial enterprise,for institution, social organization and individual citizen,who engages in manufacture and sales activity, as well as checking and issuing related license.the bureau make great contribution to the local economy development,insisting on serving the company and the people. The bureau has the center of administrative examination and approval service for private enterprise with all-arangment. 
　　6、环保局： 
　　宝应县环保局把环境保护作为政府的主要职能，作为为民办实事的重要体现，将环境保护计划纳入国民经济与社会发展计划和城市建设总体规划，保证环境保护投入，建立、健全了全县环境管理、监测科研队伍，对环境污染与生态破坏实施严格监督管理。宝应县已被国家确定为全国首批生态示范县。 
6、Environmental Protection Bureau:

　　与我县接近的有扬州海关、南京海关，目前我县的德仪公司就利用海关的有关政策建立了保税工厂。

投资程序 
1、申报设立外商投资企业应提交的文件 
　　（1）以中方名义提交项目申请报告（独资企业免提交）

开发区建设 
1.园区建设 
园区概述 
宝应经济开发区是１９９３年经省政府批准的省级开发区，位于县城东侧。目前，区内有美国德州仪器，ＢＩＣＣ电缆等４家世界５００强企业投资兴业，并取得了辉煌的发展业绩，工业生产形成了电缆、电器、汽车、橡胶、玻璃制品、圣诞工艺品等１０多个门类，累计进区企业２００多家。 
宝应经济开发区新区位于京沪高速公路连接口处，面积８平方公里，区内“一横三纵”道路主骨 架已经形成，水、电、邮等基础设施建设完备。叶挺路北５平方公里为工业区，其中２００亩 为创业园区，随时接纳中、小企业发展，叶挺路南３平方公里为商业区、多功能区和居 住区。宝应经济开发区是中外客商投资兴业的理想场所、置业乐园。 
机构设置 
江苏省宝应经济开发区管理委员会是开发区的最高管理部门,是宝应县人民政府派出机构,开发区按照"新体制、 新机构”要求和“小机构、大服务”的原则设置职能部门。

优惠政策 
税收优惠政策 
1、在区内新办高新技术项目和高新技术产品投产5年内，除享受国家、省有关政策优惠外，另由区财政补贴其上缴增值税的12.5%。 
　　2、在区内兴办的生产、开发性外商投资企业，从获利年度起，其企业所得税实行"两免三减半"的优惠；外商投资兴办以发展出口为目的的农、林、牧、养殖业和这些行业的加工企业，其所得税从获利年度起实行"五免五减半"的优惠。 
　　3、凡在在区内注册登记和正常经营的"三资"企业，在享受"两免三减半"优惠结束后，继续扩大投资、增资扩股形成企业所得税超过上半年基数的，其超额部分可实行"三免三减半"优惠。 
　　4、外商投资的出口型企业或出口产品销售额达到当年企业产品销售额70%以上的外商企业，在企业所得税"两免三减半"优惠期满后，可继续减半征收企业所得税。 
　　5、外商在在区内投资企业分得的利润，用于在本地直接再投资兴办产品出口企业或先进技术企业，经营期限不少于五年的，可以全部退还其再投资部分已缴纳的所得税款。 
　　6、外商或县外投资者参与开发区基础设施建设，工业用房开发建设，投资所得的回报收入免交企业所得税。　 
土地优惠政策 
生产用地在保证“七通一平”的前提下，享受以下优惠政策： 
　　1、有偿征用国有土地用于高新技术项目、产品的，一次性支付基础设施费，征地费3万元/亩；用于一般工业项目的，一次性支付基础设施费，征地费5万元/亩。 
　　2、租用现有土地，办工业项目，每年场地使用费为1－3／元／平方米。 
　　3、出让国有土地使用权，用于工业项目且使用年限为50年，价格为每亩8-10元。 
　　4、外商投资企业投资规模在100万美元以上每投入100万美元（固定资产），可以免费使用10亩土地。 
　　5、征地费超过100万元一次性支付的确有困难的，对超过部分可在2－3年内分期支付。 
能源优惠政策 
外商投资企业生产经营所需的水、电优先保证供应，对在我县范围内的所有外商投资企业一律不再收取除国家、省规定以外的电力增容工程贴费等附加费用。免收自来水增容费。 
其他优惠政策 
　　1、对外商投资企业，只征收省级以上规定的各项基金。 
　　2、对外商来我县投资于老企业改造的，可进一步商定优惠政策。 
　　3、县外客商在我县新办的固定资产投资额在200万元以上的项目，可参照以上优惠政策执行。 
　　4、固定资产投资额在2000万元人民币以上的项目及高新技术项目、高新技术产品，优惠政策还可进一步放宽。

2003年2月黄河集团正式收购了扬州中宝制药有限公司。同年8月，由黄河集团在县开发区新区投资建设的扬州中宝制药有限公司新厂区建设项目一期工程开工。 新厂区占地近80000平方米，规划建筑面积30000平方米，预计总投资1亿元，项目总体要求是：按照“药品生产质量管理规范”(GMP)的要求，结合公司现有产品、剂型状况及今后发展方向和规模进行总体规划，分期实施。项目主要内容为：新建固体制剂车间、输液车间、针剂车间、原料药车间、化学合成提取车间；仓库、中心化验室、供电、供汽、供冷、空调机房等公用工程和行政办公、后勤服务、道路、绿化等公用设施。整个工程将分三期建设完成。 
2004年6月投资3180万元的新厂区一期工程项目固体制剂车间、原料药车间及其配套仓库、供电、供汽、供冷、空调机房、围墙道路、绿化等建设项目顺利完工。6月底两个车间进行了试生产，7月上旬和8月上旬，这两个车间先后顺利通过了市药监局和国家GMP认证专家组现场验收，并于8月中旬获得了国家药品GMP证书。至此，扬州中宝制药有限公司三个主要生产剂型(大容量注射剂、小容量注射剂、片剂)和两个原料药(氨力农，国家二类新药；依替膦酸二钠，国家三类新药)均在国家规定的时限内顺利通过了GMP认证，取得了生产和销售通行证。 
　　目前，新厂区固体制剂车间已正式投入生产运行。开发报批片剂新药和市场开拓的工作，也在紧锣密鼓进行之中。该项目达产后，将形成年产10亿片片剂、5亿粒胶囊的生产规模，实现产值6000万元，利税900万元，为中宝公司的进一步发展打下良好基础。
